When Rep. Brian Bilbray won a special election last summer in place of a jailed former lawmaker, Randy (Duke) Cunningham, relieved Republicans said it was a sign that Democrats had been hyping their prospects for the fall.
Now it looks like the GOP is getting nervous again.
The party's campaign committee, which focuses its efforts on races that are competitive or may become so, recently commissioned a poll of the San Diego-area district and spent money for mass mailings. Bilbray's opponent on Nov. 7 is Francine Busby, the woman he defeated in June.
Republicans also show signs of concern over several other districts that have not generally been on either party's lists of competitive seats.
